New ATM Transaction Rules: RBI issues revised framework for ATM transaction charges; 5 key changes to know
The Reserve Bank of India (RBI) has announced changes in ATM transaction charges that will be effective from May 1, 2025. The decision has been taken due to the increasing cost of maintaining ATMs in India.
HDFC Bank, Punjab National Bank (PNB), IndusInd Bank, and other banks have already informed customers about the changes and charges beyond free transactions.
5 key changes to know
1- Customers can avail of five free ATM transactions every month at their own-bank ATMs.
2- They will get three free transactions at other-bank ATMs in metro cities.
3- In non-metro cities, customers will get five free transactions at other-bank ATMs.
4- There will be no charges for free transaction limits.
5- Rs 23 will be charged per transaction (cash withdrawal) after the free limit.
A look at the revised ATM transaction charges of these banks:
HDFC Bank
“With effect from 1st May 2025, ATM transaction charge rate beyond the free limit of Rs 21 + taxes would be revised to Rs 23 + taxes, wherever applicable,” according to the information available on the HDFC Bank website.
- For transactions at HDFC Bank ATMs, only Cash withdrawal transactions will be considered for charging. Non-Financial Transactions (balance enquiry, mini statement & PIN change) will be free.
- For transactions at non-HDFC Bank ATMs, transactions considered for charging will include both financial (cash withdrawal) and non-financial transactions (balance enquiry, mini statement & PIN change) will be free.
- Transactions conducted at ATMs in Mumbai, New Delhi, Chennai, Kolkata, Bengaluru, and Hyderabad will be considered as Metro ATMs.
- You will be allowed to withdraw a maximum of Rs 10,000 per transaction from another bank’s ATM.
Punjab National Bank (PNB)
According to the PNB website, “It is to inform that the customer charges for over and above free transactions on other Banks’ ATMs are revised as Rs.23/- per financial transaction and Rs. 11/- per non-financial transaction (excluding GST) w.e.f. 09.05.2025.”
IndusInd Bank
According to the IndusInd website, “All the Savings/Salary/NR/Current Account customers will be charged INR 23 per transaction for ATM Cash withdrawal made at Non-IndusInd Bank ATMs, beyond free limits, effective 1st May 2025.”
